# Governance

The project proposes a phased model, informed by QGIS.ORG, the Blender Foundation and OpenTripPlanner. See research document 06, section 4.6. Future phases are plans, not a statement that those organisations or legal structures already exist for OTI.

1. **Current phase - lead maintainer.** Singularity Ingeniería maintains the project under written rules. Decisions are recorded in `docs/adr/`; the draft calls for specification changes to use public requests for comments.
2. **Project steering committee (PSC).** The proposed trigger is sustained contributions from at least three organisations. No single organisation would hold a majority. Significant changes would be reviewed by two people from different organisations. An application to OSGeo Community Projects is a future step.
3. **Non-profit association.** The proposal envisages an association, inspired by QGIS.ORG, alongside version 1.0 and recurring income, with sponsoring members such as operators, transport authorities and companies.

**OTI standard:** its governance is intended to remain separate from software implementation so that any generator can implement the requirements and declare conformance.

**Identity and conformance:** the existing proposal envisages registering the name and any conformance mark with a written commitment to transfer them to a future association. This is not evidence of registration or authorisation to register now. Use of a future conformance mark would require a published conformance report.

**Language and domain:** all first-party governance material is English-first. The owner-confirmed canonical origin is https://opentransitinformation.org. See [ADR-0006](docs/adr/0006-english-first-and-domain.md).
